Russia and Ukraine Agree to Halt Military Strikes on Black Sea Vessels and Energy Infrastructure
Riyadh, Saudi Arabia— Russia and Ukraine have agreed to halt military strikes on vessels in the Black Sea and pause attacks on energy infrastructure, according to an announcement by the United States following talks in Saudi Arabia.
The White House confirmed on Tuesday that both Moscow and Kyiv had separately agreed to “ensure safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea.”
This agreement marks a potential turning point in the over three-year-long Russia-Ukraine conflict, but it remains unclear when the partial truce will take effect or how it will be implemented. Ukrainian President Volodymyr Zelenskyy stated that the deal was effective immediately, while Moscow insisted that it would only be enforced once certain sanctions, including those on Russia’s state-owned agricultural bank, were lifted.
Zelenskyy expressed skepticism about Russia’s commitment to the deal, noting that he expected Moscow to violate the agreement. He also suggested that European or Turkish oversight could ensure the ceasefire in the Black Sea, while a Middle Eastern party could oversee the moratorium on energy attacks. Should Russia break the terms, Zelenskyy warned that Ukraine would seek additional support from the United States.
Kremlin Seeks Sanctions Relief
The Kremlin responded to the announcement by demanding the lifting of sanctions on Rosselkhozbank, as well as other financial institutions involved in international trade operations of food and fertilizers. Russian Foreign Minister Sergey Lavrov emphasized the need for “clear guarantees” from Ukraine, expressing doubts over Kyiv’s reliability. He added that any assurances could only come from Washington, which would need to issue direct orders to Zelenskyy’s government.
**Progress and Challenges Ahead**
Associated new’s press Agent reported from Washington, highlighting the complexity of the situation. Fisher noted that the U.S. and Russian negotiators still face substantial hurdles in reaching a lasting resolution. He pointed out that U.S. President Donald Trump’s previous claim of ending the war in 24 hours underestimated the deep differences between the two sides.
The announcement followed separate negotiations between U.S. officials and Russian and Ukrainian delegations in Riyadh, Saudi Arabia. On Monday, U.S. and Russian representatives discussed the possibility of reviving the 2022 Black Sea Grain Initiative, which allowed Ukraine to export grain and other food supplies despite the ongoing conflict. Russia withdrew from the agreement in 2023, citing the West’s failure to ease sanctions on Russian agricultural and fertilizer exports.
In response to these discussions, the U.S. pledged to restore Russia’s access to global markets for agricultural products and fertilizers, lower maritime insurance costs, and improve port and payment system access for these transactions.
**Energy Infrastructure Agreement**
The focus of the deal reached on Tuesday is narrower than the 30-day ceasefire proposal discussed earlier this month. In recent negotiations, Russian President Vladimir Putin and Zelenskyy both agreed to a 30-day limited ceasefire, pledging not to target energy infrastructure in each other’s territories. However, both sides have since accused each other of continuing attacks on energy targets.
On Tuesday, the Kremlin announced that Russian and U.S. officials had agreed to develop “measures” to enforce a 30-day ban on strikes against energy facilities. Associated press Agent reported from Kyiv, noting that the key question now is how these agreements will be implemented and whether they will hold.
