Several Democratic senators are accusing the Social Security Administration of sending retirees a “misleading” and partisan email, saying the message exaggerated the tax benefits of Republicans’ One Big Beautiful Bill Act and threatened the agency’s credibility as an independent agency.

What did senators say about the Social Security email to beneficiaries?

In a July 21 letter to Social Security Commissioner Frank Bisignano, Sens. Elizabeth Warren, Ron Wyden, Tammy Baldwin, Sheldon Whitehouse and Ben Ray Luján criticized an agency email he sent to beneficiaries on July 2 titled, “Making Life More Affordable for America’s Seniors,” according to CBS News.

The email highlighted improvements to the agency’s customer service while praising President Donald Trump’s tax and spending law. It claimed that “over 35 million American seniors received an average of $7,500 in relief this tax season” and ended with the statement, “Put simply, America’s seniors are winning!”

However, the senators argued the message overstated the law’s impact on seniors and included partisan language that contradicted Bisignano’s pledge to lead the agency independently.

“You have once again disregarded your promise to ‘run the SSA in an independent and nonpartisan manner’ and instead are wasting taxpayer resources while threatening the credibility and trustworthiness of the Social Security program,” the lawmakers wrote, referencing Bisignano’s testimony during his March 2025 confirmation hearing, per CBS News.

Details on Social Security benefits, tax deductions and what advocates are saying

The senators also disputed the commissioner’s claim that the law eliminated taxes on Social Security benefits. Instead, they noted the legislation created a new $6,000 tax deduction for taxpayers ages 65 and older, calling the commissioner’s claim that seniors received an average of $7,500 in tax relief a “gross overestimate” of the OBBBA’s actual impact.

The lawmakers cited Treasury Department data showing most taxpayers who claimed the enhanced senior deduction earned less than $100,000 annually. They have asked Bisignano to answer questions about the email by Aug. 11.

Advocacy groups also challenged the administration’s claims. Shannon Benton, executive director of The Senior Citizens League, said the figure cited in the email likely reflects the average deduction available to some households rather than the amount seniors actually saved.

“It wasn’t a $7,500 tax refund or $7,500 in direct savings,” Benton told CBS News.

Max Richtman, president and CEO of the National Committee to Preserve Social Security and Medicare, also pushed back on the administration’s messaging.

“The OBBBA did not reduce or eliminate taxes on Social Security benefits,” Richtman said. “[Mr.] Trump and Bisignano are misleading the public by claiming otherwise.”

Nancy Altman, president of Social Security Works, called the email “unprecedented,” saying it was “a highly inappropriate use of the Social Security email list, which is intended to share important information about benefits and not for political messaging.”
